Client Challenge

The United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) Business Center awarded Brillient a contract to assist in replacing legacy analog/digital based business processes with a full lifecycle, modern digital records management system that complies with the NARA requirements. USDA sought contractor assistance in digitizing millions of legacy analog/digital records across 2,700 field offices, training personnel on new processes and systems, and supporting cultural and business process changes. They also require support in deploying the upgraded electronic records management system to search and access newly digitized records.

Brillient Solution

As part of a comprehensive transformation, Brillient created a system that emphasizes digitalizing and enhancing digital, analog, paper, and digital-analog artifacts at the USDA field offices and shipping the electronic content to AWS; training personnel to support cultural and business process changes; and developing a secure, cloud-based Enterprise Records Management System that is NARA-compliant, repository-neutral, and self-enriching. This system implements a comprehensive electronic program to manage records from creation to final disposition and will serve as the integrated records repository for 100+ mission application systems.

Client Benefit

Over the course of this contract, Brillient, in collaboration with USDA FPAC, will digitalize billions of records, including legacy analog/digital records stored within various USDA field offices, develop a state of the art cloud based digital records management system with microservices connecting to applications and dramatically improve the accessibility of USDA field data to FPAC employees, as well as to the Nation’s farmers, ranchers, and forest landowners.
